CECON Ltd. has a strong nucleus of experienced professional engineers located in the Town of Gander, NL. The multi-discipline staff of CECON are committed to the team approach of project implementation. Extensive use of computer-aided design and drafting is utilized by the project team to produce an efficient, cost effective facility on time and on budget. Criteria in the forefront of every design team member is the ease of operation, ease of maintenance and cost/benefit of every component of the ultimate system.

Bradley Burton, P. ENG
Civil Engineer & Project Manager
Bradley graduated from Memorial University of Newfoundland with a Bachelor of Civil Engineering degree. Upon graduating, Bradley worked on the Hebron Project in Bull Arm for two years. He has been involved with on-site construction supervision of municipal engineering projects, AutoCAD design drafting, and environmental site assessments with his three years of experience as a site/field engineer. Bradley has been working with CECON Ltd. since 2015.
Jonathan Freake
Professional Technologist
Jonathan graduated from the College of the North Atlantic with a diploma in Civil Engineering Technology in 2015. Jonathan has been working with CECON on and off since 2016. Jonathan joined CECON's team full time in 2021. Jonathan has been involved with the Association of Engineering Technicians and Technologists of NL and is registered as an approved designer of private sewage disposal systems. Jonathan's daily duties include surveying, inspecting, cost estimating, and designing.
Dennis is the Business/Project Manager & Co-Owner of CECON Ltd. He has a career spanning 40 + years in engineering management as well as residential and commercial real estate development. Dennis has been a licenced residential appraiser with the Appraisal Institute of Canada since 1991.
Dennis is President and General Manager of Cecon Development Corporation, a land development partnership, which is building a multi-million dollar 400 lot subdivision known as “Eastgate” in the Town of Gander.
Dennis is also President of Central Property Management Ltd., a real estate management and property rental (commercial and residential) owned company in the Town of Gander.
With the passion for success, Dennis continues to search new opportunities to develop these companies. He is an experienced and well regarded manager, owner and developer in the engineering, construction and real estate sectors of the province.

Thomas Clark, CET
Civil/Structural Design Technician
Thomas graduated from Grand Falls District Vocational School with an education in architectural drafting. He completed on the job training as a concrete, soils, and asphalt lab technician. He completed an EPDM rooting inspection course along with completion of environmental site assessing, phases 1-4. Thomas has been involved with the Association of Engineering Technicians and Technologists and is registered as an approved designer of private sewage disposal systems. He has over 20 years of experience as an engineering design technician with CECON Ltd.
Glenn Squire
CAD/Civil Technician
Glenn graduated from the College of the North Atlantic as a CAD/Civil technician.
Glenn has over 20 years experience in civil design. Glenn began working with CECON in 2018. His day-to-day duties include drafting and designing.
Ellen Samson
Office Manager/Accounting
Ellen received her education from Memorial University and College of the North Atlantic. She has over 20 years of experience in business accounting and administration. Ellen has been working with CECON Ltd. since 1999
Kiana Strickland
Marketing Administrative Assistant
Kiana graduated from the College of the North Atlantic in St.John's in June 2019. She completed a 3-year diploma program in Business Management-Marketing. Kiana also received the president's medal of excellence and finished at the top of her class. In May 2018, she started her journey at CECON Ltd. where she completed her 6-week work exposure.
Kiana started working full time with CECON Ltd in June 2019
