CECON Ltd. has a strong nucleus of experienced professional engineers located  in the Town of Gander, NL. The multi-discipline staff of CECON are committed to the team approach of project implementation. Extensive use of computer-aided design and drafting is utilized by the project team to produce an efficient, cost effective facility on time and on budget. Criteria in the forefront of every design team member is the ease of operation, ease of maintenance and cost/benefit of every component of the ultimate system.

Meet Our Team
Dennis Laing, CRA
President, CAO and Appraiser

Dennis is the President, Chief Administrative Officer, and Co‑Owner of CECON Ltd., bringing more than 40 years of experience in engineering management, residential and commercial development, and business leadership. He has been a licensed residential appraiser with the Appraisal Institute of Canada since 1991 and continues to provide appraisal services for a wide range of properties throughout the province.
In his role at CECON, Dennis oversees corporate operations, strategic planning, and project management for engineering and development initiatives across Newfoundland and Labrador. He provides guidance on project delivery, financial oversight, client relations, and long‑term business growth, ensuring the company maintains its strong reputation for quality and reliability.
Dennis is also President of Central Property Management Ltd., a commercial and residential property management company in Gander, which he operates alongside Ellen. His work includes overseeing property portfolios, coordinating maintenance and tenant services, and managing real estate investments.
With a passion for growth and innovation, Dennis continues to pursue new opportunities in engineering, construction, and real estate. His extensive experience, leadership, and entrepreneurial approach have made him a respected manager, owner, and developer within the province’s engineering and development sectors.

Bradley Burton, P. ENG
Civil Engineer & Project Manager

Bradley graduated from Memorial University of Newfoundland with a Bachelor of Civil Engineering degree and began his career on the Hebron Project in Bull Arm, where he spent two years gaining hands-on experience with large-scale industrial construction. He later expanded his expertise through on-site construction supervision for municipal engineering projects, AutoCAD design drafting, and environmental site assessments, building a strong foundation as a site and field engineer.
Since joining CECON Ltd. in 2015, Bradley has grown into a key member of the leadership team and now serves as Vice President and Head Project Manager. In this capacity, he oversees the delivery of civil engineering projects across Newfoundland and Labrador, ensuring that each project meets technical standards, regulatory requirements, and client expectations.
Bradley has extensive experience managing water and sewer infrastructure projects, coordinating closely with municipalities, contractors, and regulatory agencies. His responsibilities include project planning and scheduling, cost estimating, tender preparation, contract administration, and on-site construction oversight. He also leads multidisciplinary project teams, provides technical guidance throughout design and construction phases, and supports clients with practical, solutions‑focused engineering advice.
With a strong background in both fieldwork and project management, Bradley brings a balanced, hands-on approach to every project. His leadership helps ensure that CECON continues to deliver reliable, efficient, and community‑focused engineering services

Mario Kieffer, P. Eng
Structural Engineer

Mario is a Civil Engineer with over 15 years of experience in structural design, municipal infrastructure, and land development. He holds two Master’s degrees—one in design, operation, and project management, and another in the calculation of civil work structures—and is registered as a Professional Engineer (P.Eng.) in Alberta, with eligibility for registration in Newfoundland and Labrador.
His background includes the planning, design, and management of infrastructure such as roads, water and wastewater systems, drainage networks, electrical lines, and flood‑mitigation works. He has led project scheduling, supervision, cost estimating, contract coordination, and the preparation of engineering plans and specifications for both building and civil works.
He also brings extensive experience in land development studies, feasibility assessments, and subdivision planning, including demographic, economic, environmental, and technical analysis. Known for his analytical approach, strong communication skills, and collaborative leadership style, Mario builds positive working relationships with clients, authorities, contractors, and project teams to deliver practical, high‑quality engineering solutions.

Thomas Clark, CET
Civil/Structural Design Technician

Thomas graduated from Grand Falls District Vocational School with a focus in architectural drafting and began his career with extensive on‑the‑job training as a concrete, soils, and asphalt laboratory technician. He later completed an EPDM roofing inspection course and advanced environmental site assessment training (Phases I–IV), strengthening his technical expertise across multiple areas of building and environmental evaluation.
Throughout his career, Thomas has been actively involved with the Association of Engineering Technicians and Technologists and is registered as an approved designer of private sewage disposal systems. With over 25 years of experience as an engineering design technician at CECON Ltd., he has become a key contributor to the firm’s drafting, design, and field assessment capabilities.
As CECON’s Senior Drafter, Thomas leads the preparation of detailed engineering drawings, site plans, and structural layouts for a wide range of municipal and commercial projects. Recently, he has been working closely with Medavie for NLHS, completing preliminary design work for new ambulance bases across the island. He also played a major role in the design and planning of four new fire halls throughout Newfoundland and Labrador, collaborating with other engineering disciplines to deliver coordinated, functional, and community‑focused facilities.
Thomas’s responsibilities extend beyond drafting. He regularly conducts site visits and inspections, performs structural assessments, assists with tender preparation, and supports project managers with technical input during both design and construction phases. His broad field experience, combined with his meticulous approach to design, ensures that CECON’s projects are accurate, practical, and aligned with client needs.

Glenn Squire, P. Tech
CAD/Civil Technician

Glenn graduated from the College of the North Atlantic as a CAD/Civil Technician and brings over 20 years of experience in civil design, drafting, and technical project support. Since joining CECON Ltd. in 2018, he has contributed to a wide range of municipal, commercial, and infrastructure projects across Newfoundland and Labrador.
His experience includes subdivision design and survey data compilation for major developments in Gander, design work for retirement complexes and commercial buildings, and municipal water and sewer layouts for various communities. 
He has extensive experience integrating survey data into AutoCAD Civil 3D, performing quantity calculations, and creating Digital Elevation Models for environmental and infrastructure studies. 
With strong technical skills in drafting, GIS mapping, data processing, and digital modeling, Glenn provides reliable, accurate design support from initial field data through to final project documentation. His broad expertise and meticulous approach make him a valued member of CECON’s civil engineering team.

Kiana Strickland
Administrative Assistant & Marketing

Kiana graduated from the College of the North Atlantic in St. John’s with a three‑year diploma in Business Management – Marketing, finishing at the top of her class and receiving the President’s Medal of Excellence. She first joined CECON Ltd. in 2018 through a work‑exposure placement and began working full‑time with the company in June 2019.
In her role as Administrative Professional and Project Coordinator, Kiana supports the daily operations of the firm and plays an integral part in project administration. Her responsibilities include managing a multi‑line phone system, maintaining electronic and physical office records, and ensuring clear communication between staff, clients, and municipal partners. She prepares specifications and contract documents, oversees project bids and tenders, and assists with contract administration throughout all project phases.
Kiana coordinates meetings, prepares detailed minutes, and distributes documentation to stakeholders in a timely and organized manner. She collaborates regularly with various divisions of Municipal Affairs and municipalities across Newfoundland and Labrador to support project requirements. 
With her strong organizational skills, attention to detail, and commitment to clear communication, Kiana contributes to the smooth operation of CECON’s projects and office environment, supporting both staff and clients with professionalism and reliability

Ellen Samson
Office Manager/Accounting

Ellen received her education from Memorial University and the College of the North Atlantic and brings over 20 years of experience in business accounting and administration. She has been a key member of CECON Ltd. since 1999, supporting the company’s operations with reliability, consistency, and strong financial oversight.
As Office Manager, Ellen oversees the daily administrative and financial functions of the firm. Her responsibilities include managing accounts payable and receivable, coordinating payroll, maintaining project and corporate records, and preparing financial documentation to support project managers. She also assists with contract administration, and regulatory documentation, ensuring that all office processes run smoothly and efficiently.
Ellen manages internal communication, organizes schedules, and ensures staff have the resources they need to meet project deadlines. Her attention to detail, organizational skills, and long-standing knowledge of CECON’s operations make her an essential part of the company’s continued success.
